It seems that the Great Firewall of Chinese has recently (we're seeing reports starting on 4th of Jan) started to send spoofed IPs as the DNS responses. The old behaviour has been (afaik) that if a host is blocked then the Chinese firewall simply timeouts and it seems that now the Chinese users get another ip as a response, so they might be tricked to think that the firewall is not blocking things.a45免费翻墙网
